Ock Joo-hyun Issues Second Apology Over Agency Registration Controversy

Musical actress Ock Joo-hyun has once again apologized for operating her agencies without proper registration.

On September 12, TOI Entertainment and Title Role Inc.—both currently run by Ock—released her official statement via social media.

Admission of Oversight

Ock explained that she had established her one-person agency, Title Role, on April 1, 2022, and personally attempted the registration process for cultural arts management. However, the company was never officially registered. The same oversight applied to her later agency, TOI Entertainment.

"This incident stemmed from my own shortcomings," Ock admitted. "Due to my lack of understanding of the administrative procedures at the time, certain steps were omitted."

She added that she has since completed the application process on September 10 and is now awaiting results. "Going forward, I will seek professional guidance to ensure such issues never occur again," she pledged.

Commitment to Compliance

Ock concluded by promising stricter adherence to regulations: "This has been a lesson to comply more thoroughly with the relevant rules and procedures. I will continue my activities with greater sincerity and transparency."

Legal Background

The controversy arose when both Title Role and TOI Entertainment were found to be unregistered as official management companies. Under Article 26 of Korea's Development of Popular Culture and Arts Industry Act, entertainment agencies must be registered to legally conduct management activities. Violations can result in up to two years of imprisonment, fines of up to 20 million KRW, or suspension of business operations.

Ock previously acknowledged administrative negligence through TOI Entertainment, and her latest statement reinforces her accountability and corrective actions.
