[Dispatch=Lee Myung-joo] Singer You Seung-jun has won again in an appellate court over his lawsuit to overturn the decision to deny him a Korean entry visa.

The Seoul High Court Administrative Division 8-2 ruled on the 2nd that You Seung-jun won his case against the Consul General of Los Angeles seeking to overturn the visa issuance denial.

This is the third time You Seung-jun has filed a lawsuit regarding visa issuance. He applied for an overseas Korean (F-4) visa in 2015 when he was 38 years old under the former Overseas Koreans Act, but it was denied.

The Consul General of Los Angeles did not approve the visa issuance for You Seung-jun. He filed his first lawsuit that year and his second lawsuit in 2020, ultimately winning at the Supreme Court.

However, the Consul General of Los Angeles maintained its position of refusing visa issuance. You Seung-jun filed his third lawsuit, and the first trial ruled in favor of the plaintiff in August last year.

The court stated at the time that "the disadvantage to the plaintiff is excessively large compared to the public interest gained from the visa denial decision" and ruled that there was "unlawfulness through abuse and exceeding of discretion."

You Seung-jun debuted in 1997. He was beloved after releasing numerous hit songs including "Scissors" and "Nanana." However, he left the country for performance purposes just before entering military service in 2002 and obtained U.S. citizenship.

This led to controversy over evading military service. The Ministry of Justice included You Seung-jun in the entry ban list in accordance with Article 11 of the Immigration Control Act. Since then, he has been engaged in legal proceedings for 11 years.
